Saguling is an artificial reservoir located in West Bandung regency at an altitude of 643 m above sea level. [1] This reservoir is one of the three dams that block the flow of the Citarum River, which is the largest river in West Java. Two other dams and reservoirs are Jatiluhur Cirata.
Initially, Saguling planned only for the purpose of producing electricity. In the first stage of the installed power generation capacity of 700 MW, but if in future there is increasing demand for electricity generation can be increased up to 1400 MW. Agency is responsible for the development of Parent Project Hydro Power Plant (PIKITDRO) of the State Electricity Company (PLN), Department of Mines and Energy (now the Ministry of Energy and Mineral Resources of the Republic of Indonesia. Furthermore, taking into account environmental issues in the area, arranged Saguling- repeated as a multipurpose dam, including for other development purposes such as fisheries, agri-aquaculture, tourism, and others. Now, the reservoir is also used for local needs such as bathing, washing, and even to remove dirt. This makes the condition more Saguling alarming than Cirata and Jatiluhur Reservoir which was built first. This happens because as the first door Citarum River, in Saguling this is all dirt "filtered" for the first time before then filtered again by Reservoir Cirata and last by Jatiluhur. [2]
The area around Saguling the form of hills, with plenty of water sources that contribute to the reservoir. This makes the form Saguling very irregular with many bays. This reservoir area was originally a farming area. Regional fisheries from reservoirs faced with strong pressure from the population. This happens because 50% of the population consists of farmers with high growth rates. The peasant population increase resulted in a reduction of land that can be processed so that force them to develop their agricultural land by deforestation. Consequently, it appears the problem of flooding and landslides in the rainy season. Institute of Ecology in Bandung have been studying this since 1978, particularly concerning the basic conditions of this area and monitoring and environmental management to improve the living standards of the population.
